we have some of accidents. there is an accident on the west side of the city. 12 minutes on the west side outer loop. 55 on 95 down to the fort mchenry. no delays on 895. southbound traveler always have a year down to the fort mchenry. the key bridge in great shape. westbound 50, we have an accident at route 8. watch for that westbound accident on 50. that is the latest on traffic pulse 11. >> the warning for baltimore city -- bankruptcy for the city within 10 years unless somebody take some serious action.

an accumulated seven runs and $45 million budget deficit within the next 10 years -- and accumulated $745 million. the reserve fund would be empty in three years. the mayor lays out her financial reform package to the city council. >> a late-night shooting sends one man to the hospital. one man is sent to the hospital. the victim was shot in the arm. no word as to a suspect or a possible motive. there was a triple stabbing downtown that left one person dead. sarah sampson has more. >> it happened at the

intersection of howard and fayette streets. it is not clear if the people involved attended the parade. city police say a fight broke out at 1:30 in the afternoon. one man was stabbed to death, two others were wounded. a group of boys were involved in a fight. police are confident crime camera footage will lead to an arrest. >> downtown baltimore is one of the safest parts of the city. we work hard at it. we make sure people feel safe. we are going to find out who did this on a day that baltimore was going to celebrate. we owe it to the family and to the city. >> as of last night, one victim was in critical condition. another was in serious condition. police say they have been planning for this parade for the past two weeks. they did plant lots of security. there were a number of plainclothes officers on duty

yesterday. sarah sampson, wbal-tv 11 news. >> police have charged a student with the rape of a classmate. police say deshawn jones invited a fema student to cut class with him on monday. she agreed but it turned violent. >> she said at some point he pulled her into an unoccupied classroom and would not let her leave. she said he held her down and raped her. >> jones is being charged as an adult with second-degree rape. >> the trial for michael johnson continues. she was grabbing the private parts of michael johnson after a night of a streaking.

spending cuts kick in and the economy slows down, we will all feel the impact. nearly everybody in washington wants to avoid that. the question is how? another day, another dollar, another fiscal fight in washington. the issue is massive spending cuts. there will take effect march 1. it is called sequestration. we're not supposed to get to this point in the first place. >> sequestration was never intended to happen. >> it was a proposal meant to spur lawmakers into action to come up with a budget that everybody could agree on. >> cuts could slow down the economy. pentagon leaders are deeply worried about the impact on the military. the president says if congress cannot cut a big deal -- >> they should pass a smaller package of spending cuts and tax reforms. >> he is thinking short-term. get us to the fiscal year.

give congress time to work on a budget. >> they should have a chance to come up with a budget instead of making cuts now that will slow down the recovery. >> both sides agree something must be done. but how? that is the fight. republican leaders are digging in their heels. john boehner said, "we believe there's a better way to reduce the deficit." part of the proposal has included cuts to entitlement programs like medicare and social security. the president signaled yesterday he may be open to some of those. hallie jackson, wbal-tv 11 news . >> some good news for the housing industry. home prices rose by more than -- the most in six and half years.

there is another fiscal showdown on capitol hill. jane king has the bloomberg business report. good morning to you. >> if across-the-board spending cuts take place on march 1. president obama calling on congress to postpone them again and to act on it short-term plan of savings cuts. the defense department is considering extending some benefits to same-sex spouses. a decision is expected later this week. there could be transportation privileges. kids are back up again yesterday. earnings are coming in stronger.

it was estimated that 200,000 people packed downtown baltimore to celebrate the ravens' win. detectives say a fight broke out around 1:30 tuesday afternoon and there was one man stabbed to death and two others wounded. >> it was an isolated incident. the victims knew their attackers. we believe there was a dispute. >> a group of boys were involved in the fight. police are confident crime camera footage will lead to an arrest. >> over 600 cameras cover the city. >> homicide detectives are reviewing that footage and we have some optimistic leads. >> police began preparing for the parade two weeks ago. state police help the sicpatrols
